Out of you [Bethlehem] he shall come forth to me who is to be ruler in Israel, whose
 goings forth (from exodoi > proceedings) are from of old, from everlasting. (Micah 5:2). 

Response: The "goings forth" refers to the preexistent plan, the word, the purpose of God that was from of old, from everlasting, the purpose being that "he (Jesus) SHALL COME FORTH TO ME (God) who is to be a ruler..." The term "shall come forth" indicates that when this prophecy was uttered, Jesus had not yet literally come forth to God - but he (Jesus) already existed in the mind of God, he (Jesus) was foreknown by God, and so it is said that his (Jesus) proceedings are from of old. Jesus came forth TO God FROM Bethlehem. (Trinitarians see this as, came forth TO God FROM God THROUGH Bethlehem.) Put another way: Jesus proceeded from being a plan, a preexistent purpose, a logos, in the mind of God, to being an actual living, breathing human being from Bethlehem who fulfilled all that was planned, purposed and spoken (logos) concerning Him. Therefore His (Jesus) proceedings are from of old.

 

Notice verses 3 and 4: Therefore he shall give them up until the time when she who is in travail has brought forth; then the rest of his brethren shall return to the people of Israel. And he shall stand and feed his flock in the strength of the LORD, in the majesty of the name of the LORD his God. And they shall dwell secure, for now he shall be great to the ends of the earth.

 

This ruler who comes out of Bethlehem has "brethren". He also has a God. His God is the LORD - YHWH.
